Minister Yen is assassinated by Kou Ying, a skilled dart-thrower. He takes the identity papers of a dying man, Sung Hua-lung, who had been on his way to rout bandits from Hsuan Hua town. Entering the town inn, Kou is confronted by government officer Fan I, who’s been ordered to arrest the slain minister’s assassin. With Sung’s papers and the help of innkeeper Wang Yu-kung’s daughter, Fan’s suspicions of Kou are temporarily allayed. The local bandits kill Wang, and imprison his daughter Hsueh-niang in a tower. Just as chief bandit Ho Hsi-lei is about to blow the tower to bits, Kou arrives and rescues the girl with his special dart technique. Fan, who has discovered Kou’s true identity, arrests him. While bringing Kou in to trial, however, Fan is ambushed by Ho and his gang.
