Liang Kuan (Alexander Fu Sheng) is killed, and his girlfriend Shen Yen (Lily Li) is raped, by Kao Tu and his thugs. This incident shocks and saddens Liang’s friend, Huang Kuo-tung (Wang Chung), into a desire for justice and revenge. He joins the Hong Kong Police Force, and after a period of training, becomes a highly competent and dedicated policeman. His first assignment is to assist in the investigation of Liang Kuan’s death. Five years passed, during which Huang Kuo-tung gains promotion, and falls in love with Shen Yen gradually. While investigating a second murder, Huang questions a bar-girl. This makes her boyfriend Sun Chu-chung (Wang Hsia), very apprehensive, as he is a gangster and has had Kao Tu in his employ since the killing of Liang Kuan. Fearing police involvement over Kao’s past crime, Sun Chu-chung orders him killed. But before this can happen, Shen Yen recognizes the killed, Huang arrests him, and also obtains valuable information about Sun Chu-chung’s illegal counterfeit activities from him. Huang Kuo-tung leads the hunt for the fleeing Sun Chu-chung, and finally manages to capture him and his associates. Huang’s bravery and devotion to duty are recognized by an official commendation, and his personal revenge is satisfied.
