Ho Chung-heng, Lo Cheng and Chin Ying-hao, fresh from police training school, are dedicated to fighting crime and up- holding justice. They soon encounter many frustrations and antagonize their corrupt colleagues. While at Chin's birthday party, the trio receive an emergency order to break into a temple to rescue a hostage taken by a notorious robber Sun Lung. Chin dies in the effort, and Ho captures Sun alive. The magistrate, bribed by Sun's brother, sentences Sun to only three months' imprisonment on grounds of self-defence. Chin's widow sadly leaves town. She tries to persuade Ho to resign, as does Ho's wife, but Ho remains determined. He carries out a raid on vice dens and clip joints, much to the in-dignation of his colleagues. The Chief Constable takes Lo's family hostage to force Lo to frame Ho for robbery, and Ho is sentenced to 30 years as a result. Ho is severely tortured by the warder, his ex-foe, and insulted by Sun Lung and his accomplices. Ho's wife tells her husband in prison of her intention to lay his case before the visiting Inspector-General. This becomes known to the magistrate, who has Ho's wife hanged and arranges for Ho's murder. Lo rushes to warn Ho, and secretly hands him a dagger. When Sun comes to murder Ho, he is overpowered and takes the magistrate hostage in a temple. The Inspector-General arrives to hear Ho's accusations. He then raises his sword against the corrupt officials.....
